Request for In-State Tuition - House Bill 2158

For Student Veterans who reside in Oregon

If you were admitted as a non-resident student for tuition purposes, but you are a Veteran student who meets the criteria below, you may be eligible for in-state tuition rates.

  1. Served in the Armed Forces of the United States; and
  2. Was relieved or discharged from that service with either an honorable discharge or a general discharge under honorable conditions; and
  3. Provides proof that the student has established a physical presence in Oregon within 12 months of being enrolled at the public university or community college.

To apply for in-state tuition rates, please complete the Request for In-State Tuition - House Bill 2158.  Requests for in-state tuition must be received by the last day to drop with a 100% refund for the term, as published in the Academic Calendar, to receive in-state tuition effective that term.

 

Request for In-State Tuition - Choice Act

Title 38 of the United States Code (U.S.C.) 3679(c)

38 U.S.C. 3679(c), as amended by the Veterans Access, Choice, and Accountability Act of 2014 [effective July 1, 2015], Jeff Miller and Richard Blumenthal Veterans Health Care and Benefits Improvement Act of 2016 [effective July 1, 2017], Isakson and Roe Veterans Health Care an Benefits Improvement Act of 2020 [effective August 1, 2021], and Public Law 117 - 68 Colonel John M. McHugh Tuition Fairness for Survivors Act of 2021 [effective August 1, 2022].

Students Eligible for In-State Tuition under Title 38 of the United States Code (U.S.C.) 3679(c): 

  • A Veteran using VA educational benefits who lives in the state in which the institution of higher learning is located (regardless of his/her formal state of residence).
  • Anyone using transferred Post 9/11 GI Bill® (38 U.S.C. § 3319 ), or Survivors’ and Dependents’ Educational Assistance (38 U.S.C. § 3510), who lives in the state in which the institution of higher learning is located (regardless of his/her formal state of residence) .
  • Anyone using Veteran Readiness and Employment benefits (38 U.S.C. § 3102) who lives in the state in which the institution of higher learning is located (regardless of their formal state of residence).
  • Anyone using benefits under the Marine Gunnery Sergeant John David Fry Scholarship who lives in the state in which the institution of higher learning is located (regardless of his/her formal state of residence).

Eligible students will continue to receive in-state tuition rates after they have used all of their Post 9/11 GI Bill®  benefits or Marine Gunnery Sergeant John David Fry benefits as long as the student remains continuously enrolled.  If there is a break in enrollment, or if the student changes their program of study after exhausting their VA benefits, they will no longer receive in-state rates.  To request resident tuition rate under Title 38 of the United States Code (U.S.C.) 3679(c), complete this form.  Requests for in-state tuition must be received by the last day to drop with a 100% refund for the term, as published in the Academic Calendar, to receive in-state tuition effective that term.
